CCOE Seeks Provinces’ Feedback on National Integrated Energy Plan

ISLAMABAD: The Cabinet Committee on Energy (CCOE) has directed the Power Division to engage provincial governments and incorporate their feedback into the operationalisation and implementation of the national Integrated Energy Plan (IEP).

The directive came during a recent CCOE meeting, where the forum was informed that the IEP would cover a 10-year action plan within a 33-year planning horizon from 2027 to 2060.

The proposed governance framework envisages coordination among federal and provincial stakeholders through an IEP Steering Committee, IEP Secretariat and specialised sub-working groups, with policy oversight from the CCOE and the Council of Common Interests (CCI).

The meeting noted that responses from provincial governments were still awaited despite several reminders and considerable time having elapsed. The Power Division informed the forum that representatives of all provincial governments and other key stakeholders had participated in the IEP Steering Committee meeting.

The Ministry of Energy’s Power Division said the CCOE had approved the proposed Integrated Energy Planning Ecosystem, Secretariat Structure and High-Level Roadmap 2025 on December 24, 2025. The committee had directed that a High-Level Design Report be prepared and approved following comprehensive consultations with relevant stakeholders.

Accordingly, the Power Division completed the consultation process and prepared the IEP High-Level Design after holding extensive nationwide consultations with more than 50 stakeholders, including international development partners, leading academic institutions, federal ministries, provincial governments, regulatory authorities such as NEPRA and OGRA, and major energy-sector organisations.

The stakeholders consulted included WAPDA, Private Power and Infrastructure Board (PPIB), Inter State Gas Systems (ISGS), Pakistan State Oil (PSO) and K-Electric, among others.

The CCOE appreciated the Ministry of Energy and participating stakeholders for completing the preparation of the national Integrated Energy Plan and expressed confidence that focused efforts by the Power Division would contribute to the transformation of Pakistan’s power sector.

The Power Division said the High-Level Design had been developed through extensive consultations led by the IEP Secretariat. Technical consultations were held nationwide with more than 50 federal and provincial stakeholders.

Following the consultations, the draft High-Level Design was presented to the IEP Steering Committee for review and strategic guidance. The committee’s recommendations and feedback were subsequently incorporated into the final High-Level Design Report.

Four-Pillar Framework

According to the Power Division, the IEP High-Level Design establishes the strategic, analytical and governance framework for developing a comprehensive national energy plan.

The analytical framework is built around four interdependent pillars:

Energy: Ensuring adequate, reliable and resilient energy supplies.
Economics: Promoting competitive and financially sustainable energy systems.
Equity: Supporting an inclusive and accessible energy transition.
Environment: Developing a sustainable, low-carbon and climate-resilient energy future.

The plan will cover both the demand and supply sides of Pakistan’s energy system and integrate infrastructure planning across the entire energy value chain. Its planning horizon will extend from 2027 to 2060, with a 10-year action plan forming the core implementation framework.

Governance Structure

The proposed governance framework will coordinate federal and provincial stakeholders through the IEP Steering Committee, Secretariat and specialised sub-working groups, while policy oversight will remain with the CCOE and CCI.

The IEP Steering Committee, to be chaired by the federal ministers for power and petroleum, will provide strategic oversight, monitor progress and review the plan before its submission to the CCOE and CCI.

The IEP Secretariat, led by the Ministry of Energy’s Power and Petroleum divisions in coordination with the Ministry of Planning, Development and Special Initiatives, will serve as the central coordinating body.

It will be responsible for stakeholder engagement, analytical work and preparation of the IEP and the proposed Energy Information System (EIS). Sub-working groups comprising federal and provincial stakeholders will provide technical input on various components of the plan.

The Power Division has also sought authorisation for the IEP Secretariat to proceed with development of the EIS and requested directives to relevant ministries, departments and organisations to support the integration and sharing of data required for establishing the national energy information system.
